Are high school records (transcripts) public record? ?

Can I order records for someone I'm not related to? Will the records indicate class officer? I am in CA. Thanks. I don't think so like no one else in the school can see your records but you and the head people

    Only parents/guardians of students under the age of 18 can gain access to these records, and only the students themselves can once they reach age 18.
